نداء لاحترام حرية التعبير الفني و العمل الثقافي في الجزائر

منذ بضع سنوات ، يعاني قطاع الثقافة، في الجزائر، من المنطق الاحتكاري الذي تفرضه السلطات، ممثلة في وزارة الثقافة، التي عززت التضييق على الابداع، فارضة منطقها على غالبية الفضاءات الفنية، و موصدة ابواب حقل العمل الثقافي.
تحاول الوزارة المعنية صياغة احتكاريتها من خلال مأسسة الفعاليات الفنية، الهيمنة على الحق في الحصول على رخص استغلال الاشرطة السينمائية، ورخص تنظيم الفعاليات والعروض، كما انها تمنح لنفسها الحق في فرض الوصاية ايضا على غالبية النشاطات الثقافية، مما ساهم، خلال السنوات العشر الماضية، في بلورة استراتيجية ثقافية تقوم على إلغاء كل المبادرات المستقلة.
في ظل غياب معالم سياسة ثقافية، ومع توفرها على ميزانية ضخمة، صارت الوزارة، بدل ان تلعب دورا في تنظيم القطاع ودعم المبادرات التي تتبنها الجمعيات الثقافية، تمثل آلة إلغاء، وضغط ممنهج، أوجد "ثقافة رسمية"، لا تستجيب لما يتطلع اليه المواطن الجزائري.
والخطير، ان وزارة الثقافة لا تتوانى، منذ بضعة اشهر، في تهديد وتخويف كل مواطن يحمل مشروعا او فكرة لا تتوافق مع توجهاتها. ونشير، في السياق نفسه، الى بعض الحالات المسجلة، الشهر الماضي، من تهديد تعرض له المبادرون لطرح مشروع سياسة ثقافية في الجزائر، اضافة الى تهديدات صريحة تعرضت لها صحافية نشرت ملفا فضحت فيه صفقات ترميم التراث المشبوهة، في يومية "الفجر"، وغيرها من القضايا المشابهة الاخرى.
نحن، كمثقفون جزائريون، صحافيون، ناشطون ثقافيون، فنانون ومبدعون شباب، ندق ناقوس الخطر، ونطالب وزارة الثقافة برفع يدها، في اسرع وقت، عن قطاع الثقافة، و ترك الفاعلين الثقافيين، والناشطين في الحقل المستقل يقدون مبادراتهم بشكل حر، وبدون قيود.
ونتوجه بالنداء نفسه الى المنظمات الدولية، التي تضم في عضويتها الجزائر، والتي وقعت فيها على اتفاقيات احترام الحق في التعبير الفني وفي ممارسة الفعل الثقافي والفني المدني، ان تطبق المواثيق المتعارف عليها لحث وزارة الثقافة على عدم الوقوف كحجر عثرة في وجه الطاقات المبدعة.

Appel au Respect de la Liberté d’Expression Artistique et d’Action et Culturelle en Algérie

Depuis maintenant plusieurs années, le secteur culturel en Algérie souffre de la main mise hégémoniste d’une seule autorité qui étouffe la création, s’approprie l’ensemble des espaces d’expression artistique et verrouille le champ de l’action culturelle : le ministère de la Culture.

Institutionnalisation des évènements artistiques, restriction de l’obtention des visas d’exploitation pour les films cinématographiques et des licences d’organisateurs de spectacles, politique de patronage et de cartes d’invitation, sont autant d’actions entreprises par ce ministère qui a façonné, en une dizaine d’année, une vraie politique publique restrictive qui tue toute action indépendante.
Sans aucune politique culturelle et doté d’un budget très important, ce ministère, au lieu de jouer son rôle de régulation du secteur et de soutien aux activités entreprises par les associations culturelles, est devenu une vraie machine d’exclusion et de répression intellectuelle qui a généré une « culture officielle » dans laquelle le citoyen Algérien ne se reconnait point.

Encore plus dangereux, depuis quelques mois, le ministère de la Culture n’hésite plus à menacer et intimider directement tout citoyen porteur d’une action qui n’est pas « approuvée » par lui. Rien qu’au mois dernier, plusieurs cas ont été signalés : intimidations contre les initiateurs du projet de la politique culturelle en Algérie, menaces contre la journaliste qui a publié un dossier sur le scandale de la rénovation du patrimoine sur le quotidien El Fadjr, etc.

Nous, intellectuels Algériens, journalistes, activistes culturels, artistes et écrivains…, pour la plupart jeunes, tirons la sonnette d’alarme, et demandons au ministère en question de lever immédiatement sa main sur le secteur de la culture, et laisser les acteurs culturels artistiques indépendants entreprendre leurs propres projets en toute liberté.

Nous exhortons par ailleurs, les organisations internationales, auprès desquelles l’Algérie s’est engagée à respecter le droit de la libre expression et d’action artistique et culturelle des citoyens, d’engager les mesures nécessaires pour pousser le ministère de la Culture à desserrer l’étau sur les forces de création en Algérie.

Call for the Respect of Freedom of Artistic Expression and of Cultural Action in Algeria

For many years now, the cultural sector in Algeria has suffered from the hegemonic control of a single authority which stifles creation, takes over the spaces of artistic expression in their entirety and locks up the field of cultural action: the Ministry of Culture.

Institutionalization of artistic events, limitation of broadcast licenses for cine films and licenses for events organizers, patronage policy and invitation cards, are examples of the many actions undertaken by this ministry which have shaped, in a decade, a really restrictive public policy that destroys all independent action.

Without any cultural policy and endowed with a very important budget, this ministry, instead of playing its role of regulation of the sector and of support to the activities undertaken by the cultural associations, has become a machine of exclusion and intellectual repression generating an “official culture” which the Algerian citizen cannot relate to.

Even more dangerous, in the last few months, the Ministry of Culture doesn’t hesitate to threaten and intimidate directly any citizen who carries an action that isn’t officially “approved”. Many examples occurred just last month: intimidation of the instigators of the project of the cultural policy in Algeria, threats against the journalist who published a case on the scandal of heritage renovation in the daily newspaper El Fadjr, etc…

We, Algerian intellectuals, journalists, cultural activists, artists and writers, the majority of whom are young, ring the alarm and request from the ministry to lift its control over the cultural sector and let the independent/civil cultural artistic stakeholders undertake their projects freely.

In addition we urge international organizations, towards which Algeria committed itself to respect the right of freedom of artistic expression and cultural action of the citizens, to take the measures necessary to press the Ministry of Culture to loosen the tight net around the forces of creation in Algeria.
