Modelling performance evaluation in a public cultural organisation
Abstract
This paper proposes a model for the performance evaluation in a subsidised public cultural organisation. Designed according to the “performance-driven culture” recommended by the OECD, the resulting model could represent a decision-making tool for the streamlining of expenditures, thus avoiding any form of discrimination in the assignment of subsidies. In the frame of an empirical demonstration of the model, the “merit-based” subsidies for 20 national drama centres in France are computed according to the LOLF criteria.
